Roscoe A. Swann, Jr., is the owner of Swann Consulting Services, a minority business enterprise specializing in management and business development consulting. He also is co-owner of HSW Properties, a minority real estate investment and property management business. Roscoe a former realtor and is retired from Amtrak as Director, Supplier Diversity.

Roscoe retired from the U.S. Army in 1987 as a Colonel after serving more than 30 years and holding various command, staff, and diplomatic positions. His diplomatic assignments included Senior Military Representative to the Department of State and U.S. Defense Representative to the federal Republic of Nigeria. He saw combat duty in Vietnam and his military decorations include the Legion of Merit, Bronze Star Medal, Defense Superior Service Medal, Defense Meritorious Service Medal with Two Oak Leaf Clusters, Joint Service Commendation Medal and the Army Commendation Medal,

Roscoe has many connections with NAMI. He is the president of NAMI Prince George's County (MD) and has served on that local affiliate's board of directors since 1992. He is also a member of the board of NAMI Maryland, servicing on its Finance and Budget Committee. He was elected to the board of NAMI (national) in June 2002 and serves on its Governance and Marketing & Outreach committees and Veterans subcommittee. He serves on its Finance and Budget committee. In addition to his NAMI activities, Roscoe is a member of the Advisory Group for the Anti-Stigma Project administered by On Our Own of Maryland, and is qualified as a facilitator for the Anti-Stigma Project's workshops. He serves on the Mental Health Community Advisory Board of the Dimensions Healthcare System, operators of the Laurel Regional Hospital and Prince George's County Hospital.

Roscoe holds a master of business administration degree, with a specialization in personnel management, and a bachelor of science in physics and mathematics degree. He serves on the board of several organizations that promote the development of historically underutilized businesses. He actively supports several organizations that are dedicated to community service and improvement. He was selected for Who's Who in American Colleges and Universities, 1956-1957, and Outstanding Young Men of America, 1969. In 1986 he was inducted into the West Virginia State College Hall of Fame. In 1993 he received a U.S. Department of Transportation award and was later named one of the Outstanding Men of Minority Business Enterprise by Minority Business News USA. In June 2001, the Minority Business and Professionals Network, Inc. cited him for a national recognition award as one of the Fifty Influential Minorities in Business. In 2001, Amtrak named its annual minority business award in his honor.

Roscoe is married to the former Raynina H. (Rae') Ferguson and has one grown Son, Kevin E. Swann.
